which omitted the stipulation that the provisions of

Article 18 should remain in foros in perpetuity after

the termination of the Treaty as a whole.

4. The Chinese Minister for Foreign Affairs,

at the time of the personal exchange of notes, made a

verbal reservation with regard to Article 16 of the draft

Treaty (Reserved Åress), namely, that it would not be fair

to fir M. Lampson if he did not state that the Article

might not be accepted in its entirety by his Government.

In making this reservation Dr. Wang was understood to refer

to the temporary axolusion of Tientsin from the scope of

the proposed Treaty, and Eir M. Lampson replied by quoting

the answer given two days earlier by the Secretary of State

for Foreign Affairs to the representations made on the

same point by the Chinese Minister in London, namely, that

His Majesty's Government in the United Kingdom would not

go beyond the offer already made by ir M. Lampson on the

question of the reserved areas; they had gone to the

greatest lengths to meet the wishes of the Chinese

Government who must realise that the limit of concession

had been reached.
